Maximising the Performance of Pension Plan Assets

The asset allocation decision is by far the greatest contributor to overall investment performance in large pensions portfolios. This is true both on a passive basis and on an active basis, due respectively to diversification benefits and the fact that return opportunities between asset classes tend to exceed those within them. 

Asset allocation theory and practice has evolved significantly over the years, both in response to new thinking and to events and shocks in the world investment markets. Some of the major thought leaders in asset allocation, together with board members of many of the largest UK pension funds and global investment firms, will come together to determine how well asset owners are harnessing the most powerful investment strategy of them all, and the factors that will ensure greater performance outcomes in the future.

In common with all SGPE conferences, the event will attract a very large number of senior pensions executives, with a ratio of asset owners to managers and consultants of at least three-to-one among the delegates. The conference will be highly interactive, with free and frank exchanges of views, a focus on original and thought-provoking content, and with participants encouraged to engage and contribute throughout.

Presentation: The Changing Role of Fixed Income

Fixed Income has traditionally played an anchor role in asset allocation strategies, providing a secure income and risk reduction benefits. However, years of rock bottom rates during QE gave rise to enormous innovation in fixed income products towards more return-seeking, duration-neutral approaches, while funding imperatives for DB funds prompted dedicated solutions to reduce risk and maintain solvency, notably LDI. As a consequence, the fixed income toolkit is now immensely more varied and versatile than in the past. Meanwhile Corporate Bonds was the top choice asset class in which UK pensions funds plan to increase their weightings in the SGPE 2024 Investor Sentiment Survey, with Government Bonds third. Our speaker will discuss the outlook for several fixed income strategies, both from a return and risk perspective, and posit how these can best be deployed in asset allocation for the various types of pension scheme.

Interview: A Canadian Perspective on Asset Allocation

The Canadian pensions system has long adopted a clear return-focused approach to turn savings into wealth. This model has been demonstrably successful because of the freedom to allocate assets towards the best return opportunities, and the inclination to invest in decades, rather than in years. This has led to substantial investment into infrastructure, real assets and private equity, among other high-performing assets. By contrast, UK pension funds – both DB and DC – face several challenges in pursuing similar goals, ranging from regulatory impediments, investment vehicles and structures, and a palpable risk-averse culture. As things stand, retired Ontario teachers likely benefit more from long term UK growth opportunities than British savers themselves. Our speaker will confront this anomaly and discuss the lessons he believes can be learned from the Canadian experience.

There has been much recent debate about the role of private markets and illiquid investments in UK pensions portfolios. As open DB schemes, LGPS funds have the clearest ability to embrace illiquids, given their higher risk tolerance and long-term investment horizons. Many DC schemes have been considering how to incorporate private assets, against a backdrop of daily dealing requirements and charge cap constraints. Closed DB plans have largely forsworn these investments in keeping with a de-risking agenda, though some change is afoot as much improved funding positions cause more schemes to run on and postpone risk transfer strategies. Asset owners and key advisers will discuss the allocations they are making to private markets, now and in the future, and explore the main opportunities and risks associated with this asset class.

Rob Arnott

Rob Arnott is the Founder and Chairman of the Board of Research Affiliates. Rob plays an active role in the firm’s research, portfolio management, product innovation, business strategy, and client-facing activities. He is a member of the Investment Committee and the Executive Committee of the board. With Chris Brightman, he is co-portfolio manager on the PIMCO All Asset and All Asset All Authority funds and the PIMCO RAE funds.

Over his career, Rob has endeavored to bridge the worlds of academic theorists and financial markets, challenging conventional wisdom and searching for solutions that add value for investors. He has pioneered several unconventional portfolio strategies that are now widely applied, including tactical asset allocation, global tactical asset allocation, tax-advantaged equity management, and the Fundamental Indexapproach to investing. His success in doing so has resulted in a reputation as one of the world’s most provocative practitioners and respected financial analysts.

In 2002, Rob founded Research Affiliates as a research-intensive asset management firm intent on delivering innovative and impactful products and insights. Prior to establishing Research Affiliates, Rob was chair of First Quadrant, LP, which he built up from the former internal money manager for Crum & Forster into a highly regarded quantitative asset management firm.  He also was global equity strategist at Salomon Brothers (now part of Citigroup), the founding president and CEO of TSA Capital Management (now part of Analytic Investors, LLC), and a vice president at The Boston Company.

Rob has published more than 150 articles in such publications as the Journal of Portfolio Management, Harvard Business Review, and Financial Analysts Journal, for whom he served as editor in chief from 2002 through 2006. Rob has received eight Graham and Dodd Scrolls, which are awarded annually by CFA Institute to the top Financial Analysts Journal articles of the year. He also has received four Bernstein Fabozzi/Jacobs Levy awards from the Journal of Portfolio Management. In 2013, Rob received the William F. Sharpe Indexing Lifetime Achievement Award. He is co-author of The Fundamental Index: A Better Way to Invest (Wiley 2008).

Rob received a BS summa cum laude in economics, applied mathematics, and computer science from the University of California, Santa Barbara.

David Adkins

David has spent his 30+ year career working in pensions and investment. The early years were spent in consulting, during which he qualified as an actuary before joining what is now Willis Towers Watson’s investment practice to advise UK and European clients on investment strategy. He then spent six years as Chief Investment Officer for the Pensions Trust, before joining Lloyds Banking Group (Pensions Investment Team) as Head of Investment Strategy. 

In that role, David was responsible for all aspects of investment strategy including asset allocation, de-risking ‘triggers’, longevity hedging, rebalancing policy and responsible investment policy. He became Chief Investment Officer in February 2022.

Shalin joined DWS in 2018 and leads the UK Pensions business. His asset management experience includes the management of liability driven investment strategies for pension funds and insurers across fixed income, derivatives as well as listed and private credit. He has managed these strategies for asset owners in the UK, USA and South Africa and has 30 years of experience in pensions and asset management.

Prior to DWS, he worked for Legal & General Investment Management, AXA Investment Managers, FirstRand Bank, Mercer and Aon. Shalin is a Fellow of the Faculty of Actuaries and holds an Honours Degree in Statistics and Actuarial Science from the University of Cape Town. He is also an advisory board member for the City of London’s Taskforce on Socio-Economic Diversity.

Sharon Bowles

Baroness Bowles is a Liberal Democrat member of the House of Lords, and a non-executive director of the London Stock Exchange Plc. and Valloop Holdings Limited (a social impact Fintech). 

A physicist and mathematician, she professionally qualified as a patent attorney, establishing her own firm in 1981 and building a partnership which became internationally renowned in the field of electronics, computer architecture and semiconductor fabrication.

In 2005, she became a member of the European Parliament, and a member of the Economic and Monetary Affairs Committee, which she then chaired from 2009 – 2014. In that role, she chaired the Parliament Council Commission negotiations on all the post financial crisis legislature reforms and was named as the most influential Briton on European policy.

Retiring in 2014, she was appointed to the House of Lords in 2015, where she mainly focuses on business and financial services legislation and is a member of the Industry and Regulators Committee, and the Fraud Review Committee. She chaired the inquiry into employee ownership for the EOA, which published The Ownership Dividend.

Robert Branagh

Robert is a pensions professional with an extensive business background. He has worked for trustee, not for profit, private equity owned, and insurance businesses over the last 30 years. Robert transitioned the Office of the Paymaster General from a public to a private sector outsourcing business in the late 1990’s and worked with Cabinet Office to establish the joint venture which became MyCSP. He has also managed the back office or pension functions for several pension schemes, including the NHS, Civil Service, Royal Mail Statutory scheme, and the £20 billion Railways pension scheme. Currently, he is the Chair of the Armed Forces Pension Scheme, a Governor of the Pensions Policy Institute and sits on the Board of Local Pensions Partnership Administration (LPPA), a fully-owned subsidiary of Local Pensions Partnership (LPP).

Robert is a regular speaker at pensions and employee benefits events and is a regular contributor to the UK pensions industry press. He is passionate about ensuring that members and employers at LPFA obtain the best support and service in an increasingly challenging pensions environment. At the LPFA, Robert’s focus is to provide support and quality service to members and employers, to support the development of and oversee LPP activities, to help the LPFA Board fulfil its statutory objectives and to work with interested stakeholders to ensure LPFA is an efficient, sustainable and well-run pension fund.

Sally Bridgeland

Sally is an actuary with extensive experience in innovation, risk management and responsible investment across investment management and pensions. She was CEO of the BP Pension Scheme in 2007-14 after twenty years with Aon Hewitt working as a consultant and in investment research.

Her non-executive portfolio has included roles as trustee and investment committee chair at the Nuclear Liabilities Fund, NEST Corporation and the Lloyds Bank pension schemes. Sally’s non-executive portfolio currently includes Chair at Impax Asset Management Group plc, non-executive director at insurers Royal London, Pension Insurance Corporation and Royal & Sun Alliance Insurance, and at Local Pensions Partnership (LPP) Limited, where she chairs its regulated investment company.  

Sally is a Fellow of the Institute of Actuaries and has served the actuarial profession on its Council and professional committees. In the City of London, Sally is a Liveryman with both the Wheelwrights’ and the Actuaries’ Companies, having held office as the first lady Master of the Worshipful Company of Actuaries in 2016-17.

Sally’s passion for maths education is evident in her work as a member of the Royal Society’s Advisory Committee on Mathematics Education (ACME) and as Chair of the Strategic Advisory Board for the Centre for Mathematical Cognition at Loughborough University. Sally is an Honorary Group Captain in 601 Squadron of the Royal Auxiliary Air Force, introducing diverse ideas to the way that the Senior Leadership Team of the RAF think and work. 

Rachel Brougham

Rachel Brougham has worked in the pensions industry for more than 30 years. She joined BESTrustees in 2014 and currently works with a number of clients, covering both defined benefit and defined contribution schemes.

Since joining BESTrustees, Rachel’s appointments have included two master trust boards and two Independent Governance Committees of major UK pension providers, and the chairmanship of a number of defined benefit schemes. Her experience includes the development of the trustee boards, their structures and processes, including committees and appropriate reporting, and the development of robust risk management frameworks.

Rachel is used to working with and managing a number of advisers on any one scheme, expecting a collaborative and respectful working relationship between them. She is also used to working with in-house teams, ensuring that the trustee board receives the support it needs in carrying out its duties. Working with the schemes’ advisers, she has implemented TPR’s integrated risk management (IRM) approach to funding, investment and covenant work in her DB schemes to good effect, and is used to working with an overseas parent.

Rachel spent most of her career at Mercer providing actuarial, benefit, governance and DC consulting advice to clients. She remains an Associate Member of the Institute and Faculty of Actuaries.

Martin Collins

Martin Collins is a Client Director at Video, who are professional trustees to 475 pension schemes in the UK.

In his career, Martin has been a scheme actuary, an investment banker, a bank treasury director and an employer/investment director for a £42bn pension scheme. He brings this actuarial, risk management and investment experience now to his trustee roles. 

Key career achievements at Lloyds Banking Group included saving £20bn of capital, which directly led to the Government recovering their bailout monies in full, designing and implementing a radically low risk pensions investment strategy, and growing pension assets from £26bn to £42bn. 

Marian D'Auria

Marian is the Global Head of Risk & Sustainability at GFG Alliance. 

Prior to joining GFG, she was a Managing Director at Redington and before that led Deloitte’s Trustee Advisory team in London. Her experience covers pension risk management, sustainability, trusteeship, scheme actuarial work, corporate advisory and investment consulting.

Jo joined the Local Government Association in January 2021 as Senior Pensions Secretary, and is now the Board Secretary to the Local Government Pension Scheme Advisory Board.

Before joining the LGA, Jo worked as a senior policy adviser on public service pensions at HM Treasury for 4 years.

Prior to joining HM Treasury, Jo worked for the Department of Health as a policy manager on the NHS Pension Scheme for just over 3 years.

Callum joined Insight in April 2019 and is a Solution Designer in the Client Solutions Group. Callum works on the design and delivery of investment solutions tailored to address the specific risk and return of Insight’s clients.

Prior to joining Insight, Callum spent over six years at KPMG as an investment consultant. Here, he helped with the design and implementation of investment strategies for defined benefit pension schemes. Callum graduated from the University of Warwick with an MMath (first) in Mathematics. He is also a Fellow of the Institute and Faculty of Actuaries in the UK (FIA). 

Jason Fletcher

Debbie Fielder

She represents The Clwyd Fund on both Private Markets and Responsible Investment working groups within the WPP and represents the WPP on the Responsible Investment Cross Pool Group and also the Scheme Advisory Board Responsible Investment Advisory Group. 

The Clwyd Fund has investments with many Private Market managers and Debbie is a member on several of those investments Advisory Boards. 

Debbie has also recently been appointed as a Non-Executive Director for Pensions For Purpose.

Adrian Furnell

For the majority of his working career, he has been responsible for the management of occupational pensions schemes, both DB and DC, both from the company and trustee aspects, but also bearing in mind it is the members that are the end recipients and that an employer has a major / strong interest. Adrian also has to have an appreciation of wider employment law, insurance and overall benefit issues e.g. share schemes.

His roles have included pension strategy and also ensuring that the same strategy and provision met all Trust Deed rules and relevant legislation. Adrian has also had responsibility for defining, managing and developing the pensions management function in line with changes in pensions and related legislation together with changes in the marketplace as well as employer requirements. 

Whilst at the AA/Saga, Adrian had overall ownership of the provision of services to three Trustee Boards. Furthermore, he provided the HR leadership team with advice on strategic pension issues including sales and acquisitions both UK and European as well as TUPE issues. In addition, Adrian has been heavily involved in an SPV project.

Padmesh Shukla

Padmesh Shukla is the Chief Investment Officer of Transport for London’s £14 billion Pension Fund, where he has delivered major changes from diversifying the Fund’s bond and equities portfolio to building its over £5 billion alternatives programme, with non-UK assets making up close to 80% of the Fund. He has also lead the Fund’s sustainability and engagement strategy, which lead to the Fund announcing a very ambitious Net Zero and “ESG tilted” investment targets late last year.

Emerging markets and climate change are of particular interest to him, having previously worked at the World Bank and the Centre for International Development. He went to Harvard University on full scholarship for his Masters in International Economics and Development (major in Finance) and has a Bachelors in Civil Engineering. He sits on the UK CFA Asset Owner Council and several boards and is involved in multiple research and policy initiatives.

Mark Tennant

Mark Tennant is a Trustee of the Country Landowners Pension Fund, a Trustee of the Royal Hospital Chelsea and a Non-Executive Director of the Unit Trust of India International. He also leads a charity devoted to stopping young offenders from reoffending. 

He was until recently the Chairman of Centrica Pension Funds, and Chairman of Scottish Land and Estates, after spending 28 years with J.P. Morgan Chase as a Senior Adviser, and CFO of the Global Custody Division. 

Prior to that, Mark was at Hill Samuel, Fidelity and Hambros Bank, and served as the Conservative Party candidate against Gordon Brown in 1992 and against Winnie Ewing for the European seat of the Highland and Islands in 1994. 

In the late 80’s, Mark served as the Treasurer for the Conservative Party for Scotland, and the Treasurer for the Better Together Campaign under Alistair Darling in 2014. He also served seven years in the Scots Guards, spent a year nursing in India, and is an Officer of the Queen’s Bodyguard in Scotland. 

Away from work, his main interests are history, travel and Scottish music, particularly the Highland Bagpipe, which he plays.
